Der fruchtbare Boden als Existenzgrundlage ist gefährdet. Aufgrund der Übernutzung und unsensiblen Bearbeitung der landwirtschaftlichen Böden nimmt die Bodenfruchtbarkeit stetig ab. Diese Entwicklung ist nicht nur bei konventionell bewirtschafteten Flächen zu beobachten, sondern tendenziell auch im Ökolandbau. Die EU rechnet mit jährlichen Humusverlusten im Wert von 38 Milliarden Euro!Ursache für den Rückgang der Bodenfruchtbarkeit ist unter anderem, dass bäuerliche Betriebe oftmals einem enormen wirtschaftlichen Druck ausgesetzt sind, der zu einer Intensivierung der Produktion führt.Durch den Bodenfruchtbarkeitsfonds werden durch finanzielle Unterstützung Freiräume geschaffen, die es Landbewirtschaftern ermöglicht, geeignete Maßnahmen zum Erhalt und Aufbau von Bodenfruchtbarkeit für ihren Standort auszuwählen und durchzuführen. Neben finanzieller Unterstützung können sie dazu vom Bodenfruchtbarkeitsfonds finanzierte Experten hinzuziehen. Der Fond basiert auf Spendengeldern, die an die Landwirte weitergegeben werden, um die zusätzlich entstehenden Kosten durch Fruchtbarkeitsfördernde Maßnahmen zu kompensieren.Gleichzeitig wird durch eine gezielte Öffentlichkeitsarbeit die Gesellschaft auf das Problem aufmerksam gemacht. Es soll verständlich werden, dass der Erhalt und Aufbau von Bodenfruchtbarkeit auf landwirtschaftlichen Nutzflächen eine gesamtgesellschaftliche Aufgabe ist, die nur durch breite aktive und finanzielle Unterstützung in befriedigender Weise gelöst werden kann.In der Fallstudie soll aus den Erfahrungen der Initiative gelernt werden, um Erfolgsfaktoren zu identifizieren, die es ermöglichen, das Konzept europaweit auszuweiten. Außerdem soll untersucht werden, inwieweit das Konzept des Bodenfruchtbarkeitsfonds eine effizientere Mittelzuweisung ermöglicht, indem es den Landwirten die Möglichkeit gibt, flexibel zwischen Verfahren zur Verbesserung der Bodengesundheit zu wählen. Die Ergebnisse haben das Potenzial, zu einer effizienteren Gestaltung von Umweltprogrammen im Allgemeinen beizutragen.
